Understanding the Impacts of the Gross vs. Net Amendment

The proposed gross vs. net amendment recommended by the Planning Commission to the City Council seeks to change language in the Black Diamond Comprehensive Plan to indicate that residential densities should be calculated based upon “net” instead of “gross” acreage.

Two major consequences could result from this amendment:

  1. Extremely restrictive standards for currently unentitled lands within the City thereby discouraging future development in Black Diamond
  2. Elimination of the City’s Transfer of Development Rights program, taking away the right granted to over 150 property owners in the City of Black Diamond to sell their transfer of development credit

Moreover, this change is a clear disregard for the Black Diamond Urban Growth Area Agreement (BDUGAA).

In regards to the BDUGAA, the Cascade Land Conservancy (now Forterra) submitted the following letter to the City’s Planning Commission:
