Understanding the Impacts of the Gross vs. Net AmendmentThe proposed gross vs. net amendment recommended by the Planning Commission to the City Council seeks to change language in the Black Diamond Comprehensive Plan to indicate that residential densities should be calculated based upon “net” instead of “gross” acreage. Two major consequences could result from this amendment:
Moreover, this change is a clear disregard for the Black Diamond Urban Growth Area Agreement (BDUGAA). In regards to the BDUGAA, the Cascade Land Conservancy (now Forterra) submitted the following letter to the City’s Planning Commission:
