The primary reason why the Black Diamond MPDs are different is that here we have the luxury of residents in need of services today—before a single new home is built. The initial retail development planned for the Town Center of Villages will not be dependent on the construction of MPD homes. The Black Diamond MPDs are also different because office space will be designed to adapt to a variety of user needs. And the vast majority of the commercial space here will not attempt to survive tucked into a residential community, but will be located along the main highway and in the area of the City that have already been planned for commercial development.
